Question about 1991 Nissan Maxima
It sounds like the main wiper has popped off of the wiper motor pivot will have to acces through the cowl windshield cowlpanel i believe to see if broke or can just pop back on

Had the same problem on my '92 and 97. on the wiper motor there is a front cover held by a center screw... remove the cover there should be a small computer circuit board... disconect and replace... the cards are known to fail and a new replacement part, not a used one. they all fail on the older models.. new one has corrected the issue with the card... hope this works;;

check the fuses under the dash and under the hood
failing that go to auto zone they can show you the location and quote the parts price too
remem ber to turn on wipers and turn on ignition dont start the car look under hood listen for winding noise locate noise locate wiper motor
if making wiring noise remove and re conect wiper arms inside as they are prone to poping off if over loaded like when frozen to wind screen they pop the conector rather than burn the motor out ]

thos could be a couple of things, first it might be the linkage from the motor to the wiper arms it may have poped out of the ball joint connecting them both, it also could be that where the wiper arms connect to the car boddy, the teeth might have burred off and instead of being like a cog type fitting it might be just smooth hence it will not grip the wiper arms to move them , just a little tip if it is the second senario, get a coke can (dosent have to be coke any can will do so long as it is thin alloy) cut 2 rectangular shapes out the, remove the wiper arms, now size the rectangles to the size of the wiper motor cogs that the wiper arms connect to, fold the tin round ( make sure it does not overlap just the right size rap) then replace the wiper arm ( it may need a bit of a tap to get it home) then tighten the nut up then this should work...hope that helps, if its the first senario, you might have to replace the mechanisum, which i can tell you is a nightmare to do..sorry
