Question about 2001 Kia Rio
It's telling you there is a problem detected in the emission system. Have someone attach either a scan-tool or code reader to pull the code(s). Post them back here if needed for advice. Some auto parts stores will pull the codes for you for free, such as AutoZone. DO NOT however listen to any of their diagnostic advice or purchase parts based solely on a logged code - never met one of these people yet who knew diddly about actual repairs.
