Almost all vehicles won't reach the top speed as indicated on the speedo, This is done on purpose. Nobody needs to go that fast unless your on a track.

When excellerate I can hear a humming noise until I reach a certain speed or release the excellerator

It sounds like you may have a wheel bearing going out. If you can try to isolate the noise it will help. We are starting to see the wheel bearings go out on these models. It could be front or rear. If you need any more help or need hel locating the parts please let me know.

Maximum speed and fuel consumption

What you have is simple. The vehicle's computer only allows the vehicle to reach up to 95mph. as a safety feature. If you're racing it, you will need to get ahold of an OBD 2 linkable program to change your maximum vehicle speed.
