The hatchback Accent has two windshield wipers--one on the front and one on the hatchback so the pump can run to pump fluid to them each separately. You need a specific pump for that. You know it sounds like a break in the linkage as the wiper motor will not usually let you freely move the wiper arms yourself. Generally there is an arm attached to the motor which in going around and around makes a side to side action in the wiper linkage. Without any more info I would suspect a failure in the ball joint connection between the wiper motor arm and the linkage. On a car that old most likely you should look around for a replacement used linkage on eBay or Craigslist. Once obtained, get yourself a repair manual or search on youtube for a video on how to remove and replace the linkage. there are many folks selling repair manuals on CD for about 10 bucks on eBay.
I have had 4 saturn, 1 subaru, 1 suzuki, 1 hyundai wagons and all of them had a separate pump and reservoir for the rear wiper. Are you quite sure that the front pump supplies the rear window?

just turn of the wiper switch turn off the key 30 sec later, move the wiper arm to the park position, then remove the caps plastic caps at the start off the wiper arm ( if fitted) and then tigthen the nut there and that should fi it
there is a 15 amp fuse for the rear wiper under the bonnet check this, also i think the accent has a seperste switch in the dashboard for the rear wiper like th hyundai coupe.
