Replaced head gasket and now engin revs up 4000 rpm then dies down then back up again

bsoluetely is vacumn leaks, like he said either the intake bolts , or a gasket slid, perhaps you left a vacumn hose off or by accident cracked one?check for any codes in the system and be certain all electrical connectors are plugged in.
Recheck your work, even though all indications seem to be a vacumn problem it still may be linkage problem or a return spring stretched/left off the intake throttle body linkage.
Make sure your electrical connections at the TPS and IAC valve are clean and secure, the map sensor has tight connections vac. and electrical.
Retorque all the bolts,to help find a vac. leak spray around any vac. lines, intake manifold gaskets, etc. with a can of starter fluid, when you locate a leak the starter fluid will get sucked into the leak and cause the engine idle to rev up.

COULD BE A INTAKE MANIFOLD VACUUM LEAK.DID YOU TIGHTEN THE INTAKE MANIFOLD IN SEQUENCE.
