HI there were problems with envoys having leaky wiper modules. the whole system should be inspected. That is where i would start first. If water gets in them it can cause adverse reactions. There are a lot of horror stories with envoys this may be another one to add to the list:
Description VISIBILITY:WINDSHIELD WIPER/WASHER Summary CERTAIN SPORT UTILITY VEHICLES HAVE WINDSHIELD WIPER SYSTEMS THAT WILL NOT TURN ON, CEASE OPERATION WHILE IN USE, FAIL TO TURN OFF/ON BY THEMSELVES (MOISTURE SENSITIVE WIPER SYSTEM), OR HAVE CONTINUOUS WINDSHIELD WASHER PUMP OPERATION BECAUSE THE PRESENCE OF WATER WITHIN THE WIPER MODULES CAN EITHER CAUSE A SHORT CIRCUIT OR CAN LEAD TO THE CORROSION OF COMPONENTS WITHIN THE MODULE. Consequence DEPENDING ON THE OCCURRENCE AND WEATHER SITUATION, DRIVER VISIBILITY COULD BE REDUCED, WHICH COULD RESULT IN A CRASH. Remedy DEALERS WILL COVER THE WINDSHIELD WIPER MODULE VENT HOLE WITH A PATCH. ALSO, THE WIPER MOTOR, CIRCUIT BOARD, AND ELECTRICAL CONNECTOR WILL BE INSPECTED TO SIGNS OF WATER INTRUSION AND/OR CORROSION AND BE REPLACED AS REQUIRED. THE RECALL BEGAN JULY 6, 2004. OWNERS SHOULD CONTACT CHEVROLET AT 1-800-630-2438; OLDSMOBILE AT 1-800-630-6537; OR GMC AT 1-866-996-9463. Thank you,
Lee

1993 corvette wipers will come on by the wiper switch but must be turned off by ignition switch

Since the ignition switch has to kill the power to the wipers. Replace the wiper switch. Carbon build up inside the switch is why it won't turn off. You could take the wiper switch apart and clean up the tabs with sandpaper. Beware of springs though..

How To Install Replace Windshield Wiper motor on a Honda Odyssey

Put the right side wiper on only. Turn on wipers. When the wiper moves all the way to the left and starts to go back to the right turn off the ignition with the wiper switch still on. Remove the right wiper arm and install the left wiper arm in the far left of the wiper movement. Turn on ignition and allow the left wiper to go all the way back to it's rest location at the bottom of the windshield. Turn off ignition and install the right side wiper arm. This will give you a start to properly set the wiper arms.

Is there a procedure to check the wiper motor on 1991 S10 pickup (only 42000 miles), to be sure it is defective and not a wiring problem?

ONLY PROCEDURE FOR WIPER MOTOR IS YOU HAVE 2 SPEEDS THAT WORK SLOW AND FAST SPEED.WIPERS WILL RETRACT TO THE BOTTOM OF HOOD LINE WHEN YOU TURN OFF. WIPERS SHOULD TURN OFF. CHECK WIPER RESERVOIR MAKE SURE ITS FULL AND WIPER WASHER SPRAY FLUID CLEAN WINDSHIELD. IF WIPER MOTOR DO ALL THE ABOVE THEN ITS OKAY.IF WIPER MOTOR WORKS SLOW LOOK FOR BINDING AT WIPER ARM LINKAGE AND PIVOT LUBRICATE LINKAGE AND PIVOT COULD HELP.IF WIPER MOTOR DONT WORK CHECK FOR POOR GROUND OR BLOWED FUSE.WIPER WORK AT ONE SPEED CONTROL SWITCH IS BAD.IF WIPER BLADES STOP WHERE EVER THEY ARE OR FAIL TO TURN OFF UNLESS YOU TURN OFF IGNITION SWITCH WIPER MOTOR LIMIT SWITCH BROKEN.IF WIPERS DONT RETRACT BELOW BOTTOM HOOD LINE LOOK FOR MECHANICAL OBSTRUCTION OR WIPER MOTOR FAULTY.

My front wipers stand straight up when turned off,is it the wiper motor or something else?

Its just the wiper motor if your using your wiper and you want to turn off the wiper wait until the wiper go back to its original position then turn off the wiper as fast as you can so it will not stand out when you turn it off or you can replace the motor of the wiper.
