Question about 2006 Dodge Stratus
Possible week battery. ive seen it a few times. or could be a loose ground or power supplie wire.check also that the battery cables are clean and secure

SOURCE: lights dim while driving
Have your charging system checked. I had a similar problem with a chrysler van - the lights would brighten and then dim periodically. it turned out to be the battery.

the first thing to check is if u have a steady ground wire this can cause the flicker so can a low battery that doesnt have it full health a semi attach wire can do the same
to check ur ground look for corrosion at batt post (black wire) follow it to where it mounts clean or replace if needed.

It sounds like a poor Ground connection, Start by checking the connector that connects to the Instrument Cluster then see if one wire is terminated to the Metal components of the Dash Board. This would be the Master Ground connection for ALL Instrument lights and typically would include any other Lights on the Same Circuit. You will most likely find a loose sheet metal screw making this Ground Connection. With a high resistance connection the lights would be somewhat dim. If they flash between Dim and Bright it is an intermittent connection causing it. Almost always this will be found to be a loose screw connecting the Ground to the Chassis.
