2012. heater and ac quite working one day, no power at all, changed outside temperature, cuz on dash it says -40 degrees, checked all fuses and relays,

Did you check the run relay in the under hood fuse / relay box ? This powers the HVAC control module ! Did you check for five volts at the outside temp. sensor ? The HVAC control module supply's a five volt signal on the green with white stripe wire ! You should also have the HVAC control checked for codes an to see if a scan tool will communicate with it ! This is the first thing's to do before replacing parts !

Silverado heater controls don't work

Without the year of the truck, I can't say much for advice.
I would get a wiring diagram to find out where the power for the control comes from.
On a 1995 model truck there are 5 fuses and several relays involved in the HVAC system.

No power to a/c compressor

The part that looks like a fuse is a diode.
There are high and low pressure switches inline, and a relay, a fuse, and the controller mounted in the HVAC compartment.
Any of those components can cause the lack of power.
Is the system full of freon ? Is there a message on the ac display ?
Have you checked the system for trouble codes ?

NO POWER TO COMPRESSOR 1999 S 70 VOLVO CONTROL HEAD WORKS AND FUSES AND RELAY ALL GOOD NO POWER TO COMPRESSOR

The compressor will only get power if the system has the correct amount of refrigerant. There are high and low pressure switches that control that. If you have not had the AC evacuated and recharged, start with that. Or your mechanic could use a "sniffer" to find any leaks first.

Underhood fuse block swap out relay #7 thats the ECM relay.
Ground Circuits Using a DVOM, touch negative voltmeter lead to a good ground. Touch positive voltmeter lead to each ground terminal. With vehicle running, voltmeter should indicate less than one volt. If reading is greater than one volt, check for open, corrosion and loose connection on ground lead. See ECM GROUND LOCATION table for ECM ground location.
