Turbo mal-functioning. Shortly after, starter malfuncting. Could the two be related? I hear that the bad turbo pushed out oil which could get into the starter.. true?

Pushed out oil that got into the starter? Not likely. The starter sits on the side of the engine block outside of the transmission and turns the flywheel or pressure plate. Unless the turbo is right above the starter and has a extremely bad leak that was leaking directly onto the starter but even then I don't think it would cause the Starter to suddenly stop working.

Your problem with the APC system. Any perceived fault and you only get base boost. The most likely fault is the boost pressure sensor located under the dash on the left-hand side. when it is bad you often hear the APC solenoid valve clicking at idle.

Starter Relay???

There's no relay. Either the solenoid is bad or you need to have your starter rebuilt or replaced. For help with repairs and finding parts check out saabnet dot com You can remove the starter and have it tested for free at some auto parts stores. Look up auto electric in your yellow pages for alternator and starter rebuilding, and save up to 50% vs a rebuilt starter from the parts store.
