There is a resistor that needs replacing. It's located inside the car, under the dashboard, near the steering column. If you don't replace, it could run your battery down, as the fan/blower will operate when the car is left.

2003 E39 525d Blower not working

The most common issue is the final stage (electronic resistor) but if this has been replaced its probably the fan motor. Try giving the fan motor a knock. They sometimes get stuck brushes

You may have a starter or ignition switch issue. I would guess starter with just the information you are giving. Of course with electrical problems proper testing needs to be done to condemn expensive parts such as a starter.

My 2003 BMW 325i blower fan has a mind of its own. When the car is turned off the fan keeps running. Sometimes all night long?

The problem would be what BMW calls the Final Stage Unit and parts house calls them Blower Resistor. Not sure why BMW and parts store calls them different.

Check out this BMW DIY post thats describes in detail the problem and how to fix it. Looking at about 80 bucks for the part.

Air wont blow

It is the Resistor located near the blower. Has a plug to it and you have to remove a couple of screws.replace it. It is not hard to find at any auto parts store.
