Could be the battery or alternator. To check the alternator. Start the vehicle, then remove the negative side of the battery post. If it dies, replace the alternator. Have the battery checked with a load tester.

How to replace an alternator in honda passport 1994

Unplug the connector on the back of the alternator, remove the bolts holding alternator to the mounting bracket.
replace the alternator, start in the bolts, and set the belt on. now use a small pry bar, to hold pressure against the alternator to tighten the belt. while holding belt tight, tighten down the mounting bolts. rehook connector on rear of alternator. if you feel safer, unhook the battery + terminal before you start the replacement.

Cannot get tensioner to release the arm, even a smidge, so we can

If you have a breaker bar with a socket on the Tensioner pulley bolt, you should be able to rotate the tensioner downward to release the belt. If it does not move downward, your tensioner may be seized up and need replacement. The tensioner is behind and to the left of the tensioner pulley, just above the alternator.
