Question about 1996 Ford Explorer
Great SUV, I have the same model; for Ford Ranger/Explorer/Mountaineer 1991-1999 check this procedure to Fuel Pump - REMOVAL & INSTALLATION...
(see Figures 1, 2 and 3)
To gain access to the fuel pump, it is necessary to remove the fuel tank.

did you change the fuel filter as well? could be using poor quality pumps? carter and airtex are notorious for early failure. maybe replace with original motorcraft or bosch

no you don't replace the tank you just pull it out to replace the pump which is in the fuel tank. here is the part number for a new fuel pump module
MOTORCRAFT Part # PFS43 Truck built in Mexico for US market $328.00.
Truck Built in USA part number is PFS342 $323.00

Removing the fuel pump requires lowering the fuel tank from the vehicle, the fuel lines require special tools to remove the lines from the pump without damaging the lines( tool availiable at parts store) then remove the lock ring by turning counter clockwise , then the pump , is held to the bottom of the tank by a clip on each side of the pump once depressed the pump will come out.
