It could be a front wheel bearing going bad or CV axle joint.

How do I determine what it is when braking a growling sound is prominent

Probrobly your brake pads need replacing. after the pad wears out ...it makes a growing noise.Metal on medal. Very dangerous ...could cause total brake failure. Alot of shops will inspect them for free...ask at least they will tell you what's wrong....Then you might can fix it yourself.

When I apply the brakes I hear a growling sound.

Thegrowling sound means your pads are probably gone and the brake rotor is dragging the caliper.

Metal on metal sounding clicking noise while the wheels are turning but only on the frot driver and passenger wheels. What is going on? It started out only on the passenger side and then after the tire...

Is the noise a screeching high pitch or a growling low pitch?
It sounds to me that the CV joints might be bad and you need brakes.
high pitch would be the brake warning tabs
the low pitch would be the brake pads are gone and you are on the rotors gringing away metal

HAVE A "GROWLING" SOUND FROM THE FRONT LEFT WHEEL, BREAKS ARE PULSATING. WHAT COULD BE THE PROBLEM

the brake pads are worn to nothing so you have a metal to metal contact making that noise. the brake rotor will be considered junk as well since it is very noisy

2007 Rav 4- Front Brake pad growl during stops

I had a 2008 rav4 and within the first 10,000 I noticed this problem. Had the pads changed at 12, 22, 30, all free of charge from the dealer. Had the rotors replaced as well twice, the issue came up again & since it was a lease I threatened to sue and I was released from my term fee free. If you are having the same issue post here we need to open a dialogue. I'm sure many people have just paid for repairs without thinking it's an issue on the vehicle. Toyota will deny it until it's a media issue....
