If its a single cam the marks should be on the backing plate and if it is twin cam the two marks should face each other on the compression stroke of the number 1 cylinder and the same goes for single cams line the mark up with the backing plate in the compression stroke of number 1 cylinder.

I am changing timing belt in a 2000 accent and it wont start i lined up the timing marks and even turned it one full turn after that and it still dont start turns very freely

lots of possibilities. sounds like you may be out 180 degrees.
im thinking crank probably needs cylinder 1 at top dead center and then line the marks up.
best to double check the book.

Timing belt broke on hyundai accent how do i replace it and the timing marks

1st you may want make sure that's not an interference engine. if it is then chances are the valves are bend in the head. changing the timing belt probably won't help then. If its not an interference head, then you would need a timing mark diagram which can be found online. be very careful that all marks are aligned. when finshed installing the timing belt, rotate engine by hand twice and re-align marks before putting the rest back together! hyundai should be able to tell u if the engine runs interference or not.
