Most of the dodges that I have worked on are kinda crappy with the filter being a filter sock around the sending unit and pump assembly. Not a easy fix I would try some octane booster and fuel injection clean to break the deposits in the sock it help sometimes and its easier than pulling the sending unit.

SOURCE: My 1995 Plymouth Voyager loses power, surges and backfires.

My first instinct tells me timing chain or belt, but it could be a vacuum line loose, cracked or disconnected. Using a stethoscope, or a length of gasline hose held to your ear, and with the engine running, listen for a hissing sound. Be sure and wiggle all the hoses you can. You might make one hiss. If you don't find anything, get a timing light, and check your timing marks. They should stay in basically one spot. If it's jumping around a lot, you need a new timing chain or belt. Good luck.

SOURCE: fuel filter location 1996 plymouth voyager

Just getting ready to do this fix as well. The filter is located under the car beneath the drivers seating area. You have to release pressure in the system by taking the gas cap off and releasing the pressure at the valve on the fuel injection rail. After that it's just three slip connectors and a screw / bolt to remove and replace.

The fuel pump should be virtually silent when running. I'd start by replacing the pump.

The pump should not be making noise like that. Return it and try another one.

1995 plymouth voyager engine wont turn over...replaced fuel filter..cranked for 30 sec...removed fuel filter and no gas getting to fuel filter...can it possibly be anything else except fuel pump??

Put the line back together and give the fuel tank a light whack with your hand or a rubber mallat while trying to start it.if the fuel pump is dead, the vibration may start your fuel pump working.good way to verify

Where is the fuel filter located on the 3.0 engine model?

The fuel filter on these vehicles is located along the chassis, mounted just ahead of the fuel tank. To remove the filter, the vehicle will have to be raised slightly.
