Engine tepmrature goes up or down when i turn on the heater

That is pretty much normal, the heater blower fan acts like the radiator does and helps cool the water passing through it by extracting the heat from it. then once the car inside temp warms up it goes back to normal. Nothing to worry about.

More than likely sounds like your heater core is bad or clogged, easy thing to do is have it backed flushed, also you may need to burp you cooling system it may have a air pocket due to the radiator change

The temp gauge is going to the red zone, why and what do i do, i turn the heat on and it goes back to normall.

check your coolant level. If you have topped it up before check for an air lock. there are 2 bleed screws, one on the thermostat housing the other on the heater hose bypass. The other thing it could be is a thermostat. they are a bit of a pain to change

I recently replaced the heater valve on my 92 Cherokee, but the temperature still reached near the red zone after a 10 mile drive on the highway followed by an city drive of approximatly 12 blocks. Is...

Your heater control valve will only cause you problems if it leaks or fails to switch to "off" in AC mode. It will not cause the engine to run hot. (unless it leaks coolant). You did put the hoses back where they belong?
I'd replace the thermostat as they can get stuck partially open. On a 92 I'd also suspect the radiator as having excessive rust plugging part of the core. Most times flushing won't get the rust out unless it's done by a radiator shop. Normal temp should be near 210 (f). Use a 195 thermostat.

I have a 1996 Honda Civic, it only overheats after driving for about 45 minutes, then it goes from normal to in the red immediately, If I turn the heater on it return to normal. There is no smoke coming...

Might have air in the system. With engine cool, take radiator cap off and start car. Let it come to operating temp and ensure fan kicks on/off as it should. Keep hands clear of rotating parts - fans, belts, motors. Replace cap and make sure there is water in the overflow reservoir.

The cooling fans are only starting when the termometer is indicating 3/4 in the red zone. They work for one or two minutes and stop when the indicator in in 1/4 on the red zone.

Mini Cooper temperature gauge goes to red zone, fan comes on

If you have a new thermostat, then your temp sensor is faulty. If sensor is new, then it is the wiring to sensor or problem with the ECM

Temp goes to red and warning light come on,but goes back to normal after a while when driveing

An overheating engine will often shudder and make a unique popping/rattling noise. Is it doing that? If it ever does that it's time to call a tow truck or further risk major engine repairs.
Try turning on your heater. Your heater makes its heat by blowing air through a mini-radiator (like the one at the front of your car) and pushing that hot air through to the inside of the car. Is the air coming out of the vents warm to normally hot or I-just-opened-the-oven make your skin tingle hot? Check and make sure you have coolant (when the engine is cool) and fill to where it should be. There may not be enough to circulate through the cooling system but enough to hit the temp. sensor and give you warnings.
