When you turn the a/c on you are putting a load on the system witch causes the motor to slow down some (lose rpm) and all brands do that. If this work producing stalls, I suggest check the IDLE air control valve and clean, it'll do a better job at controlling the idle and regain the dropped rpm when the alternator is stressed whenever the fan kick in (especially when the A/C fan is working too, in conjunction with the A/C compressor).

Good luck.

On the 02 sebring when the cooling fan or i turn on the air the car idles(rpm) high then back down then stalls out if i dont hit the gas to steady the rpms

run the fault codes as the ecm should compensate for the extra load on the engine when the ac compressor cuts in
there will be a rpm drop of around 150 rpms when it cuts in then it should settle back to normal rpms and when the ac cuts out the rpms will go up and the settle back to normal
anything else indicates a sensor fault.

When I recently turned my fan to either defrost or heat/defrost the engine acts like it wants to stall and the AC indicator begins to blink. No other heater setting creates this problem. After blinking...

THE DEFROST SETTING CALLS FORE THE AC COMPRESSOR TO ENGAGE TO DRY THE HUMIDITY. THE CAR IS STALLING PERHAPS BECAUSE OF THE LOAD PUT UPON THE ENGINE BY THE ENGAGEMENT OF THE AC COMPRESSOR. THE COMPRESSOR MAY BE LOCKED UP

With heat turned off engine runs ok with heat turned on engine rpms are erratic

If defrost is on that means AC cycles to remove humidity. Does this also occur when ac is running set at very near outside temp so it cycles? Could be the throttle positioning sensor (TPS) acting up.

Front end of car vibrates when A/C or heat is turned on

I would look at your AC compressor. Your compressor is suppose to run when your defrost is on as well as when you turn your AC on. If the compressor is not in good condition it will make a lot of drag and pull engine RPMs down.

Rpm drops only when defrost is turned on or ac

If alternator is not charging then the car is running on battery and extra loads will draw everything down. Check alt.

Rpms drop when defrost or ac is on

Then you need to scan your onboard computer network. Your A/C compressor is controlled by your Powertrain Control Module (PCM) and the HVAC Control unit controlls the rest of your HVAC system and communicates with the PCM when A/C requests are made. Apparently, somebody is either not getting the message or the PCM is unable to control the throttle like it is supposed to.

My rpm's raise and drop at a stop and engine stalls when i turn ac off

We need to know the model, year, engine size, and the actual trouble code to really help you; but I provide some generic tips at the link below. Do not replace the sensor until the problem is properly diagnosed. O2 sensors rarely cause stalling. Get the computer scanned and ask them to find any historical or pending trouble codes. Write them down and post them here.

Engine stalls

Assuming you have the correct size battery, this really shouldn't happen! I am assuming the engine is idling at fairly low RPMs, so when the AC kicks on, it kills the engine? It might be that you need to drive the car for a bit so that the engine computer can "relearn" your settings, which disappear when you change the battery. Or, when your battery died, one of your sensors might have gone with it. There is a idle sensor on most cars that raises the idle RPMs when the AC comes on.
