Question about 1997 BMW 7 Series
If your talking about the ac/heat blower motor take the wire off test it with a volt meter.
if you have no power check the fuse panel if you have power there you have a short in a wire or a relay if it has one i had a blazer s-10 kept shorting out on high and sometimes in all speeds and the relay was shorting out at the wires the relay was good bend the wires or probe back a bit on the wires to see if voltage is there.
if your saying your panel also is not lighting up or no current there thats a fuse more than likely unless something shorted out behing the dash and wire is burnt maybe pinched or cut.
