Either horn is shot or you have high resistance in the circuit. Look for rotted terminals by the horn.

04 Impala 3.8 horn blows low volume and sounds weird

sounds like the diaphragm in the horn is worn/dried out. check to see if you have battery voltage to the horn with either a test light or voltmeter and the horn has a good ground as if not then the horn won`t operate correctly. if these are good replace horn.

Horn doesn't blow

Probably the horn itself. You can jumper the horn relay and make it sound to find out.

My 2006 chevy impala, keeps blowing the horn fuse

horns are only a magnetic coil actuated by a set of points that make and break a circuit at a rapid speed there by vibrating a tin disc that produces the noise we hear. If it continually blows the fuse then the coil is shorting out (probably rusted) and the answer is to buy a new horn.
