-You mean the ignition key is lock. So you can't turn the key to start right...?
Try this:
Insert the key into the key slot. then turn the steering left untill can't turn and hold there then turn the key. If it doesn't work then turn the other way and hold then turn the key. You should be able to turn the key like normal.
The ignition key won't turn likely because the shifter linkage that locks the key in OFF is worn or loose. Move the shifter linkage hard to the Park position and the key will turn. Have the linkage adjusted and the worn parts replaced
The steering wheel was turned when the key was removed. So when you try to turn on the key, turn the wheel one way and the other way to release the pressure on the key. The key should turn ok.

several things, does key go in and out easily, turn steering wheel in both directions while turning key. sometimes the steering wheel lock binds the lock cylinder and turning wheel releases the pressure and it will turn. other than that the ignition cylinder is jammed, wet key lightly with lubricant such as wd-40 and a light bit in key hole and try key again, If key is heavily worn out , try a different ignition key as it might not be disengaging all the tumblers in lock, if all this fails you need a new cylinder.
Okay, to program a key you will need two keys that are already programmed, insert one key ignition turned on and engine off, remove the key and within 10 sec insert the second key and turn ignition on with engine off, remove that key and within 10 sec insert the key to be programed. you will need to do a 30 min.relearn with only one key,you will turn ignition on with engine off and wait about 10 min until light goes out then remove the key and repeat this step when light goes out repeat step one more time then use key to start car, computer has learned all info. you will now turn off engine, insert programmed key turn key on engine off then remove the key and insert key to be programed within 10 sec.all done good day.
battery dead , starter won't turn or key won't turn? if key will not turn , insert key, pull/turn steering whell one direction and try key. if not turning still pull/turn wheel other way and try key
is it correct key? key and ignition barrel could be worn wiggle key around in ignition while turning? gently but fast wiggling.try lube in key slot also.
if not replace barrel and key
