On a scale 1-10 ten being the hardest I'd give it a 3 only because you have to deal with the line fittings at the proportioning valve

word of advice...
Make sure you have "Flare Nut" wrenches and that you have SOAKED the lines multiple times over hours/days with something a lot stronger than 10w-40
best stuff commercially available is PB Blaster

If however, you can make new lines then the job is an easy 1 or 2 depending on experience... just cut the old ones and remove the valve make your new lines, install and bleed the system

Many brake proportioning valves are replaced unnecessarily, simply because the lever pivot is seized. It is possible with patience to free the pivot.

The valve is usually produced by a brake hydraulics manufacturer rather than the vehicle manufacturer and the same valve, though perhaps with a different lever fitted, might have been used on several different makes and types of vehicle. With patience an arm can be removed and replaced.

There are specialists that will repair or recondition obsolete brake parts. These usually advertise in the classic, vintage and veteran markets.

It would require some testing and experimentation but a brake proportioning valve from any similar size and weight of vehicle could probably be fitted and a suitable setting worked out.

I have brake fluid leaking, when i press the brakes, out of the bottom of what i think is the height sensing proportioning valve

it is a load proportioning valve that adjusts the proportion of brake pressure according to the load on the vehicle
best to get a new unit and replace it then bleed the air out of the brakes

You replace it. A proportioning valve is what directs the brake fluid where to go. If it malfuctions it must be replaced

Usually if the car has a valve it is mounted on the firewall. But your master cylinder has 4 connections, one for each wheel. So I doubt your car has a separate proportioning valve. You could check with the dealer to verify.

How to bleed brakes on 98 regal, I changed rear brake lines but I don't think fluid is going thru the proportioning valve or ABS. I am used to the older brakes ( 70's and down.)

sometimes you can tap on the proportioning valve while someone pumps the brake if nothing breaks loose you may have to replace the valve.
