When trying to trouble shoot any automobile electrical system, you have to be aware of all components and their locations. A wiring diagram of your cooling system will provide you with this information. Once you have it you can use this diagram to test the fan itself, relay and controllers by jumping them directly to the battery. If those components are fine you can test the coolant sensor which tells the fans when to turn on. Work your way thru the system from the fans back to the begining of the circuit.

Try unplugging the coolant temp sensor and see if they come on.If they do indicates a problem with the coolant temp sensor. You can also turn the a/c on and see if either one comes on.The relay should be under the hood in the junction box.There may be a hi speed relay and lo speed relay.Sometime Chrysler have the a/c fuse attached to the fans.
