Assuming this is a factory alarm concern you will need the assistance of a professional with a scan tool in order to reprogram the computers
however, since the flashers flash, I am assuming this is an aftermarket alarm and you do not have the remotes
therefore, look under the dash for a little black box that is probably zip-tied
unplug the connectors and all should be resolved

Try un hooking the battery again and waite a few seconds and hook it up the opposit way you did at first. sometimes one cable has to be hooked up first, like ground before positive or positive before ground
