Everything you say sounds normal ...

Battery light should be on if more power is being used than is being made. Your engine not running and the key on ... you are using more power than is being made. Not unusual.

If you pull the fuse that powers the fuel pump ... it stops running ... nothing unusual about that.

If you have another question, please post it.

Does a 2009 Hyundai have a fuel pump reset button

No. Only Ford did that. If the pump is not working then several things could be the issue, Bad Pump, bad pump relay or Computer

When the key is turned to the on position without cranking the engine, the computer will command the relay on for 2 seconds to prime the lines.
When cranking, the computer keeps the relay in the on position.
Verify that you cannot hear the pump by taking off the fuel cap and putting a funnel in the hole, listen for pump noise at the mouth of the funnel, if no noise is heard then get a test light and check the pumps power wire while having someone crank the engine, if you cannot get to this wire, then go see if the check engine light comes on when you turn the key to the on position, if it does then go to fuses and check the pump fuse with a test light, if that is good then find the pump relay and see if there is an identical relay in the relay box and swap them, go back to the funnel and listen for the pump. If no nise, then its a bad pump.

WONT START HAS A NEW FUEL PUMP BATTERY IS GOOD

Is there spark coming from plugs . Electronic ignition? Check fuse box for blown fuses .
Pull a wire out from spark plug and place it near the plug. Start engine while someone else watches if there is spark going ( do not handle wire when doing this ) if new pump it has to be primed before use .

I'd have to test when problem is ongoing. When you first turn on key, no crank, you should hear the pump run for a few seconds then stop. For initial prime, the computer doesn't need rpm signal. Engine cranking, the computer needs to see rpm signal or it won't ground the fuel pump relay. W/o rpm signal, no spark at the plugs and no fuel injector pulse. I know your talking about fuel, but, when problem is ongoing, check spark and fuel injector pulse, engine cranking.
Intermittent problems are a pain, have to test when problem is ongoing.

Hi. The whining noise you hear is the fuel pump priming the fuel lines. If you don't hear the sound anymore then your fuel pump has stopped working. Check your fuses. Also look for a relay for the fuel pump. The relay will usually be in a large box under the hook that says fuse and relay panel or something similar. If the fuses and relay are working the the pump will probably need to be replaced.

With the ignition key turned on without trying to start the engine you should hear the fuel pump run for a few seconds. That is how its primed to start. Upon starting the oil pressure reaches normal operations & the prime switch will cut off by the signal from the computer. Thus the engine still needs fuel to run so the computer switches on the fuel pump relay to provide the fuel to the engine. The prime switch is intergrated with the oil pressure switch. If you do not hear the fuel pump upon having the key on replace the oil pressure sensor

How do you check if your fuel pump is bad without removing the gas tank

Put the key into the ignition and turn it to the second position. This position will light up the dash lights but will not crank the engine.
Listen for a faint or soft humming sound coming from the rear of the vehicle, specifically the gas tank. This will happen almost immediately after you turn the key to the second position, so you'll have to listen closely and be ready for it. The humming is the sound of the fuel pump priming, or pressurizing, the fuel system. If you do not hear this sound, you may have a faulty fuel pump.
  1. Check to make sure there is enough fuel in the gas tank. Although this may seem obvious, it happens to the best of us. If you're gas tank is near empty, the engine may not start. This happens more frequently in the winter time in cold climates; the low temperatures cause condensation to form on the inside of the gas tank. Since water doesn't burn, the fuel pump tries to draw in fuel and instead gets a mixture of water and gasoline and cannot get enough fuel to the engine for combustion.
Check to see that the vehicle starts. Even if you don't hear the fuel pump priming, attempt to start the vehicle. If the engine won't turn over (start) and you haven't heard the fuel pump prime the system, it is a good indication that the fuel pump may have failed.

Check the fuel pump fuse. If the fuse is blown, the fuel pump will not prime. Open the fuse box under the dash of your vehicle and locate the fuse for the fuel pump. Alternately, some vehicles locate the fuel pump fuse in a fuse box under the hood. Remove the fuse box cover (specific removal will vary according to the vehicle). Check the fuse to see if the metal strip inside the fuse has popped. Replace the fuse if the metal strip has popped; if it hasn't popped, it is most likely your fuel pump itself that has failed.
