could be, but there are many other things that could be the issue before taking the head apart , get the OBD codes read as may be a sensor or switch , check for spark etc , fuel and air lines and intake , keep me posted if you wish

you have to vent the air in the injection pump crack the injector pipes and crank the engine till fuel come out then re secure the pipes it will start then

you can change your fuel regulator and buy some injector cleaner and see if that works and also can you be more specific so i can answer the question better
