That light is for more then just your E brake , also to let you know the brake fluid in the master cylinder is low or you need front brakes or you have a brake fluid leak !
If the governer gear strips,it will stay in low. Round cover at front of tailshaft, somtimes has a metal clip like a master cyl. cover. Pop the cover and remove the governer (will lose a small ammount of fluid, maybe 1/4 cup) The plastic gear on the end may be damaged.
I had this exact problem and it was just a blown fuse. Not sure why the fuse blew but this happened 6 years ago and has not duplicated since. Everything returned to normal once the fuse was replaced.
Your factory alarm is sensing the low voltage, and it assumes someone is trying to tamper with the battery. If you can't reset your alarm shortly after the jumper leads are attached, your battery is more than likely unable to hold a charge. Have a local autoparts store check your battery with a load meter to see if it is "dead".
You will want to do this asap since your car is more than likely running off the alternator, and it will fail very quickly if you continue to drive the vehicle.

Fluid Should Be Checked Just The Same As Engine Oil. Should Be Changed At Least Once A Year For Proper Service & Reliability. Should be Driven 10 Miles A Month In 4 Hi To Keep Lubricated. I Drive A 1975 Chevy K10 PKP FullTime 4X4 NP203 & A 1980 GMC Jimmy Lock-Outs 4X4 NP205, And I Drive Them Once A Month At 55 MPH For 10 Miles (On Pavement). Keeps The System Lubed Up & Moving. Have Done This For The Last 15 Years I Have Owned Them. KEEP THEM SERVICED. Low Oil Is A Transfer Case Killer. Also Put The Correct Type Of Fluid In, Each Transfer Case Takes A Different Type Of Fluid, Call Dealer Shop For Correct Fluid Type. Some Take Dextron III Or 10-40 Engine Oil Depends On Transfer Case.
