The surpinetine belt is slipping on the alternator. A high pitch squeal can sometimes also be heard, because rain water is making the worn belt slip. So replace the belt first. Other possibilities are the idler tensioner might be weak, or worst case is the alternator itself. Also check if your battery cable connections are clean and tightened, because the battery may not be getting a proper charge.

Nothing to do with rain
my steering wheel is stiff to turn most times, and the lights on my dash board (battery,break,abs&break) flashes on most times while running or turning car on. i had battery and alternator check to a battery check shop there OK.also windshield wipers not working &when i turn my high beams on they don't work but the high beam signal on dash board says on but brights headlight not work, just my normal lights works ok.
