Pulley on a/c compressor seized up. can i bypass it

Given the fact the accessories use one belt, I doubt you can bypass it.
You may have to get a used compressor to be able to run the belt.
Auto parts stores can tell you how many models use the same compressor.

When should I change the timing belt on my 07 cx-7? It has 63200 miles on it,

In the absence of information from your owners manual ... I would say now is the time. ... 60,000 is a good rule of thumb and you certainly dont want it to break unexpectedly.

My 2007 Mazda CX-7 is making a chattering sound on the timeing chain side and now the belt or pullie is squealing.

the chain has stretched, it will get worse and you will damage the engine. you need to take it to the dealer so they can fix it under warranty. they now about the problem and in the last few months have seen a lot of these. if you are not over 60k then you still have power train warranty and can get it fixed for free.
