Start engine, let it get to operating temp. in park pull dip stick out wipe clean, stick in back in, pull it out and check level on dip stick, do not over fill, it will be the dip stick closes to the back of the engine and fire wall.

How do I put transmission fluid into my 1993 Mercury Grand Marquis?

Look towards the back of the engine at the passenger side and you will see a handle probably marked transmission. It will protrude from a small diameter tube. When you lift this handle there will be a thin metal piece that is the dipstick used to check the fluid level. Before you check the fluid let you car warm up to normal operating temperature and run the selector through the gear positions. Make sure your car is on a level surface and insert the dipstick back into the tube fully and pull it back out and read the fluid level at the tip of the stick. The car must be warmed up to get the correct fluid level.Transmission fluid expands as it heats up. It will show low if you check it when it is cold. If you add fluid when it is cold this will result in an overfill condition when it warms up and will cause foaming and possible transmission damage.

I need to check and put in transmission fluid in my 1999 grand marquis

Under the hood there will be a dipstick marked for transmission. You need to check the fluid level while the engine is running. If you need to add fluid, you use a funnel and pour the fluid in through dipstick tube.

if the problem is only when first putting car into gear, you have either an engine that is idling too high or bad engine mounts. check those things first

Transmission service

No there is no drain plug on the torque convertor , it typically holds 5 quarts of fluid at one time. While the transmission is open, check for any metal shavings on the magnet, this would indicate problems inside. make sure they change the fluid filter , before returning the transmissoin to service.
