Thanks for using FixYa. The check engine light is on because ECM has detected a fault with car's system. ECM has self-testing capability. When the computer senses that there is a problem with some of the components it stores the correspondent trouble code(s) in its memory and lights up the "Check Engine" or "Service Engine Soon" light to tell you that there is a problem and your car needs to be looked at. You'll need to get the codes checked from a nearby dealer/mechanic. The seven blinks means throttle angle or throttle position sensor has gone bad. If the malfunction indicator/check Engine lamp remains lit or lights while the engine is operating, the ECM has detected a malfunction and has stored a DTC in its memory. To access the DTC memory, connect a jumper wire between the check connector terminals. On Accord and Civic models, the check connector is located under the RH side of the instrument panel. On 90–91 Prelude models equipped with 2.1L engine, the check connector is located in the engine compartment. On all models, turn the ignition on. The ECM indicates stored DTC by flashing the malfunction indicator/Check Engine lamp. Please do accept the solution if the issue is resolved or post a comment for further assistance.

My 1989 civic dx hatchback, was driving and turned off wont start back up.ecu blinks one time.

if it just stopped while driving, the first thing I would check is to see if the cam shaft is turning ( broken timing belt/chain)
next thing would be to run the fault codes (you have a fault because the blinking light) to determine the exact cause of the fault and so save time and money guessing

1991 honda civc DX, what does twenty short blinks on the ECU mean. car is idling fast while cold and warm. what does that mean?

1991 will have a throttle cable for this car i would have thought ,just not familar with this what is obviously a american market model and possibly even a californian spec so this is way out of this europeon mechanics league .But if it does have a idle control valve then its possible that the ECU is faulty try measuring the voltage going to the valve ,4 wires and it reverses the current to go backwards or forewards ,so two wires go one way and the other two make it go the other way ,use a multi meter and see what you get ,also check the brake servo as if a diaphragm leak the it will **** in air making it idle high

I have a 1991 honda civic hatch with 1.5 engine idles fast cold and hot and ECU flashes twenty times

Hi Jason, I suggest you take the vehicle and have a diagnostic scan carried out. Doing that will pin point the problem area and take out the guess work. I have known occasions when someone has tried to adjust the throttle butterfly, hoping to reduce the idling speed and by doing that have taken the TPS (Throttle Position Sensor) out of the correct adjustment, causing abnormal idle speed. Regards John
