Question about 1998 Ford Escort
Removal & Installation
Extreme caution should be taken when removing the fuel tank from the vehicle! Ensure that all removal procedures are conducted in a well ventilated area! Have a sufficient amount of absorbent material in the vicinity of the work area to quickly contain any fuel spillage. NEVER store waste fuel in an open container, as it presents a serious fire hazard!
This procedure will require a new fuel pump gasket for pump installation, so be sure to have one before starting.

The fuel pump is accessable by removing the rear seat (it pulls out easily) and the fuel pump is pretty easy to get at from there. I would make sure its the fuel pump though (check your fuel filter and fuel cutoff switch first). Your fuel pump also has a seperate 20A fuse in the power box under the hood.

The fuel pump relay is in a unit (along with the PCM power relay) called the constant control relay module. This unit is located in the left front of the engine compartment about midway between the headlight and the fusebox (closer to the fusebox). Hope this helps.
