Could be the fuel pump relay, do you hear the pump prime when you turn on the key? if not then replace the fuel pump relay.

Truck stop while driving on hwy. replaced fuel pump, fuel filter, wires plugs cap rotor but still no start

Have your ignition module checked, my car would start and drive and would go dead after a few miles and would not start until it cooled down, turned out to be the ignition module that eventually went bad and would not start at all.

What would cause 93 chevy c1500 rough idle smells of excess gas at exhaust

Does the truck seem fine when you first start it & then acts up when it reaches operating temp?
That would lead me to look at my oxygen sensor, a bad sensor can cause the truck to run "rich" which would explain the fuel smell in the exhaust.

You've already eliminated the spark plug & wireset, distributor cap & rotor.
Sounds like your car needs a tune-up, specifically, the PCV (positive crankcase ventilation) valve, and/of the EGR (Exhaust Gas Recirculation) valve.

Components checked/replaced during a tune-up are:
air filter
motor oil
motor oil filter
breather filter
fuel filter(s)
fuel strainer
PCV valve
EGR valve
spark plugs
spark plug wires
ECM or distributor cap & rotor
cabin air filter
transmission oil filter
transmission oil
engine coolant
check all vacuum hoses and lines

Troubleshooting the no-start condition - from the 1990 Mitsu Mighty Max Repair Manual:

Starts but won't idle

so many possibilities...first check sparkplug condition, air filter, plug wires, cap and rotor, fuel rail pressure, fuel filter, compression... could be bad gas or clogged injectors, fuel pump going out creating low pressure, bad fuel pressure regulator, weak ignitor.. start with these things and reply to me when you have eliminated these things as possible causes...MK

What kind of car/truck? Possible things to check...Fuel filter, fuel pump, cap and rotor, spark plugs. All of these will cause a hard starting condition.

Hard to start in the mornings... after the first couple of starts, it runs great. i have replaced the o2 censor, plugs, and plug wires and rotor cap.... still the same problem.. fuel pump has been checked...

only one way to check the fuel pump, with a gauge, a couple psi low can cause this condition, did you replace the fuel filter, did you clean the battery terminals. Poor connections can cause a voltage drop on all accessories

99 S-10 will not start in windy damp weather.

I would change all of it. Spark plug wires will leak under the high voltage w/o any outward signs. Unlikly fuel pump . Not effected by damp weather. If after all that and it still doesn't work, change the coil.
