I have a 1998 and I just confronted the same problem. It seems to take like 1 gear in reserve and like 2 gear in 1 gear. Any thoughts? I don't really it should be the transmission since it still works going forward in 2 different gears. Thanks.

I posted solution 1 which was not a solution but also posting that I had the same problem. Because I fixed it prob the next day I forgot to ever look at this again. Anyway here is how I resolved the problem:

After opening the hood and looking into the top of the transaxle I noticed that where one of the cables from the stick shift attached into the transaxle (transmission) was kind of lose. After looking at the area a bit more there is a small part which is part plastic part metal part that was broken. It is attached to what makes the trans shift (don't know the proper name). This was impeding for me to shift the vehicle in reverse. Because there are 2 cables and the other cables was still moving the car was actually going into another gear. I took this part out and replaced it with a dealer bought one for about $33. I didn't use any special tools and it took me maybe about 2hrs total to do it. Do pay attention at the mark where you take the cable out of. You want to put it back in there as that was the proper adjustment. If you don't like I did, then you are going to have to put it back and keep trying until the car shifts ok. Do not get freaked out, just a bit a patience is at least what worked for me. I am sure just if I would've taken this to a shop to get it fixed would have been $hundreds as usual with vw's.

I had a simular sounding experience with my 99 beetle after hitting a curb. felt like it was stuck in 3rd and 4th only-had no reverse. My problem was that there was a linkage on the sifter gears broken.
