The switch is behind the air bag. You can disconnect eh negative battery cable for a few hours, then pull the SRS fuse, then remove on the back of the steering wheel, remove the screws and the SRS bag, then check the horn switch and wires. The switch or the spring could be bad.

Need to locate the fuse for the horn

Take an electric meter and test the horn relay.
This part is found under the hood, inside the black plastic fuse/circuit breaker box.
God bless your efforts.

My 1991 Grand Marquis will NOT go into park, it keeps rolling what can I do?

Could be a problem with the key lock cylinder.
You could disconnect the shift cable and try shifting the lever on the transmission. That would tell you if it is a shift lever problem or something inside the trans.

Could be the horn pad, horn relay, fuse, or the horn itself.
I would check the fuse first.

2000 mercury grand marquis horn doesn't work. Fuse 5 and relay 2 are ok. Where is the horn located? Is there any other fuses in the circuit for the horn?

The horn is in the very front behind the grille on the drivers side. Eiher the horn is bad or disconnected or the switch in the steering wheel is bad.

Horn won't honk from horn button on wheel. Horn works from panic button. How can I check button on steering wheel? The car is a 2005 Mercury Grand Marquis. Thanks for help.

I replaced the horn relay which is located inside of fuse panel under the hood of car on the firewall, have someone push button to be able to hear a clicking sound coming out of the correct relay, then trade out relay of the same and see if horn works
