The motor may have too much resistance to work on any other speed.

My AC fan keeps kicking on and off and is blowing very weak...does it need replaced? The AC is still cold. Also, my AC only works on high...would that be the blower resistor?

Yes I would highl suspect is the blower resistor. Try the fan without the AC and see if it blows only on high or on other settings. If it is similar to the when you have the AC on, then it is the blower resistor that needs to installed.

AC only work on high speed

If the blower motor only works on the high speed it most likely needs to the blower motor resistors replaced. Sometimes when replacing the resistors the dealer recommends that the blower motor be replaced in conjunction. It's believed the blower motor burns out the resistors. The resistor pack is either in the engine bay mounted on the heater box or under the passenger side of the dash board.

Blower motor just stopped working in my 02 Town & Country

HI Zac the resistor shoud be bypassed in the high setting, If it is not working at all I would suspect the blower motor. If you have a volt meter you can check the power to the blower, should read about 12 volts with the switch in high position.
