If you want step by step procedures go to mitchelldiy and for ten bucks you can see what tools and procedures you will need. Looking at the new part if it is round with a hole then you will need to remove the steering wheel. If its half circle then its pretty easy.

Be sure to disconnect the battery if you have air bag on the steering wheel. before you begin or the air bag could deploy.

I have a third brake light and no lower brake lights. Have changed out the bulbs, fuses and the brake light module switch on brake pedal. Told it was the ecm or the turn signal assembly. Is there anyway to diagnosis without replacing both.

Not really without taking the part off the car. Sometimes you can get it to work by wiggling it and flipping it to high and low beam. If you can get them to flicker ,,this way you will know forsure its the switch.

1999 pontiac grand am - loud buzzing sound when I turn on the turn signal. Turn signal lights are lit (on) but steady, they do not flash. If its the turn signal switch - where is it located?

ON THIS YEAR 2 THINGS ARE USUALLY THE PROBLEM. THE TURN SIGNAL SWITCH OR THE HAZARD SWITCH. IT DOESNT HAVE A FLASHER. THE FLASHER IS INTEGRATED IN THE HAZARD SWITCH. ITS ABOUT 20 BUCKS FROM THE DEALER. THE TURN SIGNAL SWITCH HAS TO BE REPLACED AS AN ASSEMBLY. THE COLUMN COVERS HAVE TO COME OFF AND THE WHOLE ASSEMBLY NEEDS TO BE REPLACED

Rear turn signals don't work, bulbs are good, front signals blink fast, at first only drivers side didn't work occasionally, now neither side works at all. What's wrong?

are you sure bulbs are good ?? double check bulbs also make sure there is a ground wire from your light fixture is grounded to the body near by this might be causing your problem .. usually if front ones blink fast rear bulbs are bad ... thanks Jerry holler if you need more.
