Recently my 2001 intrepid has been idleing up to 4 or 5 like its not changing gears

if you mean your driving the car and giving it gas making the engine turn 4000 to 5000rpms,and it won't shift,
you need to have codes read in the car, either the speed sensor or the input sensor or the output sensor on the transmission is faulty.

Location of speed sensor a for 99 dodge intrepid

The "Vehicle Speed Sensor" signal is generated by the transmisson output speed sensor. That is the one located at the rear of the case. It is externally mounted. That supplies "vehicle speed" info to the other On-Board Computers. The input turbine speed sensor is located just behind the bell housing area of the case. I believe the trans controller is the only module that needs that info. The Crank Position Sensor give engine RPM info and it is located on the bell housing near the engine block. I hope this helps.
