New wheel cylinders, drums and shoes should fix the issue, might as well change rotors and pads and flush / bleed the entire brake system... i did, car stops on a dime and all my tires rotate properly.

Rear left tier

Tire* -- I don't know if I would suggest doing this yourself, but try taking the tire off, (this requires you to jack the left rear *tire* off of the ground), and checking to make sure your brake is disengaged, meaning that neither the drums (or pads if it is the sport neon) nor the parking brake is still engaged. If neither are, you have a more serious problem on your hands, but if they are engaged, remove the drums and reassemble. Make sure your springs are in the right spot.

2004 dodge neon hard time starting

Well it could be the pump itself going bad or a short in the wiring, possible clogged fuel filter. There is a valve what looks like a tier valve cap on the fuel rail if you can get you hands on a pressure gauge and hook it up, you should see the pressure increase and decrease, if it does not start looking elsewhere.

Height are not balance

their could be a tier that is low. Their could be more weight in the passenger side than the drivers side. check the pressure in the all the tiers and please let me know your findings.

Thanks, Charlie
