Start with the 2 easiest things first, fuses then relay switches under the hood. try this first. if not then its probably a short close by, or maybe the ignition switch going out. if the first 2 fail, try going to autozone they can pull up codes for your car. they use a light to pull up codes. its free. that might tell you what it is. its better than spending 50-100 bucks off the bat for diagnostic when you might get the answer for free. :)

2004 ford windstar, the airbag light is on and the horn will not work

As far as the horn, check for a blown fuse, if fuse is ok, locate the horn underneath the hood, check for power at the horn while someone else is pushing the horn. If you have battery voltage at the horn while someone else is pushing the horn, chances are you have a bad horn. Airbag light, check front impact sensors for damage or corrosion, unhook negative battery cable before touching the frontal impact sensors, Good luck, Gary

It's the " clock spring " . Dodge has a lifetime recall / replacement on this part. Somehow it controls the air bag and is tied into the horn and cruise control .
