Question about 2003 Mercury Mariner
Some of the later 25's had a thermostat on the cooling water. It is quite normal for these engines to sort of splutter water then after a minute or three start a strong stream. As they cool they then splutter before the thermostat opens again etc etc.

Could be a blockage in the head or the radiator. Try replacing the radiator as this is the most possible point as more water Rests in this area to cause settling. I know the radiator isn't really cheap, like the thermostat, but it will keep you from having more expensive problems, such as a cracked head.
