Why does when i hit my brakes the left brake light at the bottom lights up and the right brake light at the top lights up. Only when the head lights are on but turn off the head lights and the brake lights function properly. All the light bulbs around the car are brand new.

Your right brake light is fried. The fact that you see rear lights on both sides has nothing to do with the fact that the right brake light is out. Your brake lights and rear running lights are not the same bulbs. Go to Advance Auto Parts. They may even replace it for you. Not a big deal.
Your right brake light is not the same bulb as your rear running light that comes on with the headlights. Different bulbs. Your right brake light is simply burnt out or has worked its way out of the connection. Take it to Advance Auto Parts. They may even change it for you. Not a big problem.
check brake light switch on brake pedal could have pushed out of its scket or its possibly bad .try holding brake pedal down and pushing brake light switch in some then release brake pedal and check to see if lights go out
Did the new lens come with new sockets? If not damage may have occured there that you cant see. only other possibilty is wiring damage in the rear that may be hard to see. The condition you describe is simple "backfeeding" if you look hard enough youll either find bad sockets or damaged wires close to the lens that took the hit. Hope this helped. Thanks
I had the same problem with my 2001. I found it was the multi function switch. Better known as your turn signal switch. I found that the hazard switch portion of it had shorted. replacement is fairly easy, aftermarket part is available, much cheaper than GM.
