I guess that the fuel pump relay is damaged. The low power command circuit = plus after ignition connection is in short circuit to the ground! Then it blow the fuel pump fuse. This occurs even the fuel pump & oil minimum level sensor plugs are disconnected.
I suggest you first time to carefully check the harness wire by wire. If everything is all right, replace the fuel pump relay.
