I have a 1999 Jimmy with the Envoy package. The lift gate won't lock and the button release for the glass won't open the glass. There is power to the lock actuator. The obvious fuses are good. I can hear the relays clicking. Press the dash mount release button will open the glass, as will the key fob button. Do the two systems intersect? If so where?

I know this question is old, but I am responding so others with the same problem can see. I wired the Rear Window Motor Park Signal wire and the Rear Window
Motor Speed Signal wire together and it completely bypassed the rear
wiper motor. Now the window goes up and down. This doesn't fix the rear wiper motor, but you will be able to have access to it now that the window is out of the way
This sounds like you have a grounding problem with your hatch circuits. This type of malfunction usually occurs when two systems (the hatch lift and the Lift glass release) are supposed to be sharing the same ground, but one of the systems has a bad connector or a broken wire. It then "activates" the other system by grounding THROUGH the system that it is supposed to be sharing ground with.
What I would do in your case is to take a HARD look at the wires that are in the conduit that runs between the lift gate and the body. These wires flex every time the lift gate is opened and closed, and are prone to breakage.
The way you describe it, it sounds like the lift gate motor is losing contact at about 1/3 to 1/2 of the way up, and that is when it grabs ground through the glass release solenoid.
It sounds like the lock actuator has failed or has a poor connection which won't allow the latch to release. What you will need to do is remove the inside rear hatch panel to access the lock actuator. Once you get to the latch use a flat screwdriver to release the latch being careful not to damage the glass.

Condition/Concern: Rear liftgate glass will not lock when using the key fob or door switch unless the lock button is pressed a second time. All other doors will lock normally. This could be the result of the liftgate glass lock rod not adjusted correctly. This lock rod travels from the liftgate lock actuator to the glass release push-button cylinder.
Recommendation/Instructions: Remove the inside rear liftgate trim panel. Disconnect the threaded lock rod clip at the end of the push-button glass release and rotate this clip 1 complete turn at a time making the lock rod longer. This will be the only threaded lock rod visible when the trim panel is removed and the liftgate is raised. Note: For the rear glass to release, the rear liftgate latch must be in the closed position. For test purposes only, this latch can be made closed to make this lock rod adjustment.
Please follow this diagnostic or repair process thoroughly and complete each step. If the condition exhibited is resolved without completing every step, the remaining steps do not need to be performed.
both the rear passenger side wont unlock ???? How many doors are on the passenger side ? Or both back doors don't unlock ?
Two relays lock / unlock the back door's Not the lift gate . The BCM controls the relay's . The relay's are located in the rear fuse box . Under back seat .
The solenoid that releases the glass latch is probably stuck (corroded, warn out, needs lubricating, etc.). You will need to remove the rear gate inside panel to see what's wrong and manually release the latch, and then likely replace the latching mechanism.
