I listen about the same problem; the dealer said that it is the windshield wiper cover, part number 88958136 (AC Delco). The cover has the circuit board mounted in it that controls the wiper motor.

Also, its possible that you can find with your delaer this RECALL information...

2003 Chevrolet TRAILBLAZER Recall ID from NHTSA: 04V046000 Auto Recall Date: 02/04/2004
Vehicle Component: VISIBILITY:WINDSHIELD WIPER/WASHER
Estimated Vehicles Affected: 581394
2003 CHEVROLET TRAILBLAZER Defect Summary:
CERTAIN SPORT UTILITY VEHICLES HAVE WINDSHIELD WIPER SYSTEMS THAT WILL NOT TURN ON, CEASE OPERATION WHILE IN USE, FAIL TO TURN OFF/ON BY THEMSELVES (MOISTURE SENSITIVE WIPER SYSTEM), OR HAVE CONTINUOUS WINDSHIELD WASHER PUMP OPERATION BECAUSE THE PRESENCE OF WATER WITHIN THE WIPER MODULES CAN EITHER CAUSE A SHORT CIRCUIT OR CAN LEAD TO THE CORROSION OF COMPONENTS WITHIN THE MODULE.
Defect Consequence:
DEPENDING ON THE OCCURRENCE AND WEATHER SITUATION, DRIVER VISIBILITY COULD BE REDUCED, WHICH COULD RESULT IN A CRASH.
Remedy:
DEALERS WILL COVER THE WINDSHIELD WIPER MODULE VENT HOLE WITH A PATCH. ALSO, THE WIPER MOTOR, CIRCUIT BOARD, AND ELECTRICAL CONNECTOR WILL BE INSPECTED TO SIGNS OF WATER INTRUSION AND/OR CORROSION AND BE REPLACED AS REQUIRED. THE RECALL BEGAN JULY 6, 2004. OWNERS SHOULD CONTACT CHEVROLET AT 1-800-630-2438; OLDSMOBILE AT 1-800-630-6537; OR GMC AT 1-866-996-9463.
Notes: GENERAL MOTORS CORP., 04005

Hope this help.

You clearly have a switch problem here. That is the main switch that turns on/off the wiper is not functioning properly if you are sure the fuse is ok here..Hope this helps.

If you have replaced the switch then you need to check if there is any problem with your wiring. It seems that there is a close connection after the switch. Try to bypass the switch and see what happens.

Replacing a 2002 Chevy Venture front wiper motor

Look online for the wiper module for this model. This is a common issue to include operation without the switch being activated. Everything is controlled by the module which screws directly on the front of the wiper motor by 3 torx head screws and measures about 4" x 4" and is very easy to install. The motor should be on the firewall. The modules run anywhere between $35 and 65. Let me know if you need anything else.

The wipers have a control module in the wiper motor. That is what is wrong. On that model you will have to replace the wiper motor . Good Luck

Windshield wipers will not turn off - 2003 Chevrolet Silverado

Fixed the wiper problem which was identical to Brad's by changing out the wiper module which is also called a pulse module or something of that nature. Pretty easy fix. You have to remove the grill that the wiper blades protrudes from in order to get to the motor (4 clips in front which can be removed by hand, remove radio antenna, a center push down retainer, two plastic end caps which pop off and then 1 star type screw on each end under the end caps). Getting the blades off seemed difficult. I used a small puller to pop them off after removing the nuts.

You can't buy this module at a regular parts store. I had to get it from the dealer so be prepared to spend $130 to $140 for the part or go to the salvage yard. Works great now.

Windshield wipers on 03 silverado does not shot off,

Your wiper motor has shorted out and needs replacment.
In order to find out you need to disconnect the wiring from the wiper control switch, with the ignition on, if the wipers stop then you need to replace the switch.
If the wipers keep running, then you have a defective motor, replace the motor.

Hummer H2 rear wiper and sprayer came on by itself

It sounds like the wiper control module. The wipers on my 2003 did the same thing. After I pulled the fuse for the rear wiper, the front wipers started acting up as well. I had to pull fuses to stop them too. There is a recall on 2003 H2's for this issue. The cover of the wiper module on 2003s for the allows rain/water to get into the module. The cover will be replaced for free, however, in my case since the module was full of water and my wipers were not working, they replaced the module for free also. Not sure how much it would cost to replace on a 2005.
