1) Ignition time is incorrect. Reset the ignition timing to the specification of manufacturer.
2) Test the ignition system. see the diagram attached. God bless you.

How to replace heater core in 1995 vw golf

The whole dashboard has to be removed in order to get to the fan assembly. It usually takes about 4.5hr of repair time for this job. Some would take a whole day if they havent done this at least 5 times.

How to setup timeing on vw golf 1.9tdi 2002 model

With the TDI you'll need a different set tools and procedure that is not similar to gas engine. So if you don't have them I would suggest to buy a Bentleys factory manual. With that you'll have info on specific tools. Remember you adjust the injector timing opposed to adjusting a distributor using a timing light.

Fuse pannle is inside under drivers side dash on my 95 vw golf

Could be the problem. That piece is a relay, although I dont know which one. At one time it had a plastic cover on it. If you unplug it, it probably has 4 or 5 terminals labeled 84, 85, 86, 86a, 87.

Idling speed vw golf petrol 1.4 2001

That sounds about right, the idle speed may not even be manually settable due to emissions regulations.
I know for sure you can't adjust the idle mixture anymore; that is determined by sensors and the on-board computer.
There may still be adjustments on some cars but they are often sealed with lead to avoid tinkering.
