After you hit the headlight switch, what happens? If nothing, can you manually raise/lower the headlights by spinning the knobs? If this is the case, it's most likely you just need to replace the relay.

If not... Do both of the motor knobs just starting spinning for 10-20 seconds? If this is the case, you need to replace the gears inside the motors. (Repair kits with all the parts you'll need to repair both motors run $10-20 give or take.)

I spent a couple of hours this very afternoon replacing mine... heh, guess both our '90s rolled off the assembly line at the same time, eh?

Headlight doors won't stop opening and closeing

The headlight switch is called a multi-function switch. That is the problem, its going out, if you replace that, it will fix the problem, they run about $75 and are fairly easy to do yourself.

1990 pontiac firebird

there is no adjustment there is however a manuel override.

open up the hood - look to the left/right of the headlamp assembly you are working on there is a black knob that if you turn will crank up one way and down the other.

If you want to fix it you need to replace the actuator.

1985 Fiero: headlight doors will not open

Your headlight motors are bad. Pre-87 cars had a terrible problem with this, upgrade them to the 87-up style. Firebird/Corvette motors are the same.

1991 pontiac firebird retractable headlamps will not open

Could be a loose or bad wire leading to the motor that flips the headlights, or thed motor could be going bad itself. checxk those out, and if its not one of those, it could be in your cars computer.
