Thanks, I will try them monday. He has a lot but is never there. There is a warrant for his arrest but his lot is in one county, I bought the car at a house (thought it was a personal sale) He gave me paperwork from the car lot, saying he would give the title within a couple days, would fix a couple problems, etc. Now he just gives you lie after lie when you call him on his cell phone. He doesnt stay at the house all the time, I have talked to the county the lot is in, they have the warrant, didn't know for sure he owned that lot. they had pulled his liscence in oct. for a lot by another name. He is still using the same phone number and everything. Then the county he lives in dont act too concerned, then there is a state agency putting together a large case against him, but no-one can catch him (they say) I told them he has cameras outside the house so he can see who is coming, he hides his vehicle in the woods behind his house when there. has blankets at all windows. But i am so frustrated because they say they cant catch him. He now has another car in the yard for sale, so he can do it to someone else. I have been trying to tell them, all they have to do is the same thing I did, Call his number and say you are interested in the car and if he thinks he is going to get your money as well, he will meet you there. how much easier could it be? But dealing with 3 different government agencies is like running through a brick wall. I dont know how they keep their jobs. The secretary of states office, told me I may as well forget getting a title from him. So I didnt know where else to go. My son paid 1800 for the car and once the paper plates run out, he wont even be able to register it.

Call your state Dept of Motor Vehicles. By law he has to furnish the title or give you your money back. So this guy has a car lot? office? Never pay for a car without the title in your hand.

Cops arent interested unless its a multiple homicide that gets their name in the paper. Call the County Zoning office for a car lot at his house that isnt zoned for business. I'm sure you can think of someway to get this guy. Call the IRS or the State Dept of Revenue office, they dont like guys collecting and not forwarding them tax money. Find out if you can get a duplicate title? Then when you cant, file a complaint. The Dept Of Motor Vehicles can usually get things done. I would insist that he give the money back, or you will pursue charges against him, if he does pay you, file them anyway. Just make his life hell until you get your money back. Tell the cops he tried to sell you crack VBG

Don't know what the laws are where you are at, but did you buy it from a dealer or private party? If you bought from a dealer, he may be required to fix or replace. If it was a private party, their have been gangs of Ukraineians selling cars with no airbags and such. Hope it was a dealer. Take in to have it looked at. Many states have laws for this kind of thing, and a lot have buyers remorse laws that let you take it back.

Can anyone get car keys made simply with a VIN number?

Not usually. Most dealers require the registration or title to the car and it has to be in your name. The are laws for this.

Disable security system

Generally speaking, you can't.
Otherwise a crook could do it too.
You'll probably need to have the car towed to a dealer or call a professional locksmith that has the electronic equipment to program another key.
The dealer may be able to take the VIN number and figure out which chip fits your system and then make another key without having the car there. You'll need to show them the car title to prove ownership.

Need to fin the unlock code for the outer door numeric pad

I had the same problem when I bought my Mercury Grand Marquis,I found the name and address of the original owner on the title before I registered it. I found his phone number on the internet. Called him and explained that I was the new owner and he had the number in his wallet. Also before I called him I called a ford dealer and was told to bring the car in with proof of ownership, I think he quoted me $50 to 75 dollars.

I was trapped in the seatbelt of my 2007 Chrysler 300c I had to wiggle my way out, it has been over a week ago I took it to the Dealer they wanted to charge me 185.00 I dont feel responsible and I do

What your saying ,is that the dealer should give you a new
seat belt assy, even though you know it is out of warrantee

The Dealer won't get paid from Chrysler, but you okey with that

Explain that logic! I would have charged you 1/2 hour diagnostic
time, just to look at it.

Low beams do not work and bought the car with a salvage title and the dmv wantsa lights and brakes inspection to registar it. Any suggestions?

If you bought it from a used car dealer, it is their responsibility. If you bought it from a private party, it's probably on you. Say hello to your credit card or checkbook...

You still have to have the inspection, but check the fuses for the low-beams. They are separate from the high-beams

However, if the DMV says "you need this to register it", you need it to register it. They are probably going to ask for a safety inspection, as well. If you didn't make arrangements with the seller, then it's your problem. There are no "lemon laws" to protect you with private party used car sales.
