Does the pump have wick disconnects that required a tool to remove them? There are orings in those as well as a large oring sealing the pump to the tank. Make sure the connectors click when you replace them. The pump should activate with the key on. " not started", you should be able to see if the lines are leaking or if it just your fuel fill overflow hose leading to the fill door alongside the large full hose.
Looks like it may be a fuel return line from the fuel manifold . It may be split or loose . Probably both . Get a new section of fuel hose and some good clips and replace it
check and see if there is still a leak when you are not putting gas in it if it is still leaking, lower the tank and check all the hose connection for leaks. replace hose and clamps turn key to run but not start with tank lowered look for leaks
The fuel pump is located inside the fuel tank. If you have a major leak, there are a few things it could be. The filler tube you put gas into during a fill-up goes directly to the fuel tank. The filler tube may have a hole in it; If your tube is rubber, the clamp at the fuel tank may need replaced; you may have a fuel line leaking near the fuel tank, The fuel tank may have a hole in it. A fuel leak is a hazardous situation, so take extra precautions to be safe and have it repaired asap.
Sounds like it could be a fuel pump or a fuel pressure regulator depending on the engine you have. Usually when it takes more than a second or two of turning it over before it will start means the fuel is going back down the line when not running. This can be because of a leak, not fuel leaking out but air leaking in, the fuel system or it can be as easy and a gas cap not properly venting/letting air into the tank as the tank empties. If it doesn"t let air in the tank, then the fuel that is being pumped out is creating a vaccum and sucking the fuel back into the tank when you shut the car off. Try opening the gas cap and letting some air get in just before you shut the car off. Then if it fires right up next time you know you need to replace the gas cap. If not check for vaccum leaks around the intake. Good luck.

I'm going to assume you have a engine mounted mechanical pump? If the pump leaks fuel, nothing you can do except replace it. Many pumps not only leak externally but will leak into the engine oil as well. If you have injection, the pump is inside the tank and it cannot leak. If the tank is leaking, you will need to buy a replacement tank. (most glues etc. won't hold on a tank and generally where there is one hole you will find many more). Chrysler and Dodge have a fuel vapor filter that allows air out of the gas tank but filters the harmful fumes. Usually the problem happens from topping off your gas after the gas pump stops due to the automatic shut off and then putting more gas in the tank (to make the bill an even $50. or to the next $5 increment, or pumping more in just because it fits). Anyway the filter gets saturated with gas, is not able to breath, and causes a vacuum in the tank. Because of this, the anti-siphon ball is not able to float around and sits at the opening of the fuel fill tube and won't allow any more gas to be put in (acts like the car is full). If you pump super duper slow like put a nickel to hold the gas pump handle, it will trickle in without a problem, but it takes forever! Solution, get the filter replaced and don't over fill the tank.
do you have the same fuel economy as before or does you gas last less miles than before. if you can smell gas whether the car is running or NOT that means you have a leak in your fuel system if it was not a leak, you would not smell it when not running . first thing is check under vehicle after overnight parking and see if there is fuel on the ground if there is , this will give you a starting point where to look for gas leak. Plugged, dirty or poorly connected fuel injector; Leaking fuel filter or fuel filter connections; Punctured or damaged fuel tank; Loose or poorly connected fuel pump; Gas in gas can in trunk.
