Steering is hard

That body style of Grand Cherokees suffers from bad lower steering gearbox seals. I suspect that all the power steering fluid has leaked out, from the bottom seal of your steering gearbox. Check to see and if so, have that seal replaced and refill with P/S fluid.

Loose / wandering steering. Ball joints are new. Wheel bearings seem tight.

That's a classic sign of a loose steering gear box on that generation Grand Cherokee. Have your jeep checked out for play, in the gearbox.

Park does not work. and the power steering fluid is draining out.

That body style of Grand Cherokee usually developed a leaking lower steering gearbox seal. The seal alone can be replaced to stop the fluid leak. As to why 'park does not work' I don't fully understand that question.

sounds like you have a problem with one of your lines on your power steering or one of its components. the grinding noise could also be one of your pulleys that have gone bad too. check your steering assemby gear box.

Basicly you have to take apart the steering column cover and the switch is held in place with screws.
If you have to take the steering wheel off, it is best done by a qualified tech. There is an airbag in the steering wheel that has to be disconnected. THIS AIRBAG CAN GO OFF, PLEASE DO NOT TRY THIS YOURSELF!!!!!!!
