Theres probably not a drain **** on it you have to take the clamp off and pull the hose off catch it in a pan if possible be responsible then i recommend flushing the system and flush fill with water let reach temp then cool enough to drain again. then fill with proper anti freeze do not mix green and orange anti freeze

How do I get the cover behind the steering wheel to pop open on a 1994 Chev z24 Cavalier so I can change the wiper switch?

There is a special tool that screws onto the steering wheel threads and compresses the lock plate to release the snap ring so the lock plate will come off. It's a strong spring, so you'll have to rent the tool if you can't borrow one.

My 1987 Chevrolet Z24 Cavalier cooling fan will

since you have already tested fan and relay and both work, the problem may be the engine temp sensor. There are two sensors. One goes to instument cluster. This is engine coolant temp sensor, the other is engine temp sensor which is usually attached to engine block, sometimes they are connected to thermostat housing with the coolant sensor. You can pully the engine temp sensor and test that sensor same way as relay. (with mulitimeter)
